We recently attended the Minnesota Association of Townships (MAT) event at the State Capitol in St. Paul. This gathering brought together township representatives from across the state, including supervisors, treasurers, and clerks to discuss issues affecting townships like ours. It was an important opportunity to hear from MAT representatives, connect with state lawmakers, and advocate for our community.
At the event, MAT representatives shared updates on legislative efforts that aim to support and strengthen township governance. They also outlined challenges townships face, such as funding concerns and infrastructure needs, and how lawmakers might address these issues.

As your local representatives, we had the chance to meet directly with state legislators to talk about issues that matter most to our township. We emphasized the importance of keeping resources accessible to small, rural communities like ours and advocated for practical solutions that benefit residents.
Here are some of the key issues that were discussed:
Transportation Funding
Rural townships like ours rely heavily on well-maintained roads for everything from farming operations to daily commutes. MAT highlighted ongoing efforts to secure additional funding for local road maintenance and improvements. Townships often face challenges due to limited budgets for road repair, particularly after harsh winters or heavy use by larger vehicles. We stressed the need for fair funding allocations to ensure that township roads remain safe and functional.
Taxes and State Aid
A significant portion of the discussion revolved around tax policies and how state aid is distributed to townships. MAT is advocating for reforms to Local Government Aid (LGA) and township property tax policies to better support small rural communities. We joined the conversation by emphasizing how important it is for the state to continue investing in townships like ours so we can provide essential services without placing too heavy a burden on local taxpayers.
Rural Emergency Medical Services (EMS)
Access to reliable emergency medical services is a growing concern for rural townships. Many rural areas face shortages of EMTs and first responders, making it difficult to meet critical medical needs. MAT is urging legislators to consider funding and policy changes that support recruitment and retention of EMS personnel in rural communities. We highlighted the importance of ensuring that township residents can receive timely medical care in emergencies.
Annexation Fairness
Annexation is when a city extends its boundaries to incorporate surrounding land, sometimes including parts of townships. While annexation can occasionally make sense, it often happens without fair negotiation, leaving townships with fewer resources and reduced tax bases. MAT is pushing for greater transparency and fairness in annexation processes. We reinforced the need for balanced solutions that protect township interests and ensure local input.
Miscellaneous Issues
A variety of other topics were discussed, including broadband expansion for rural areas, regulations affecting land use, and concerns about unfunded mandates (requirements imposed by the state without accompanying funding). We also touched on how townships can better address public safety and environmental stewardship in a cost-effective manner.

This event reinforced the importance of staying connected with both state policymakers, local leaders, and fellow township officials. By working together, both locally and at the state level, we can better protect the interests of Helena Township and ensure that the unique needs of communities like ours are heard and addressed
