Helena Township Board of Supervisors Regular Monthly Meeting Minutes

Minutes of February 2, 2023 | New Prague Fire Hall

Call to Order      Special Meeting was convened at the corner of 255th Street and Indian Avenue at 4:00 p.m.

Present                Chairperson John Wermerskirchen, Supervisor Duane Deutsch, Supervisor Edward Nytes, Clerk Heather Taylor DuCharme, and Road Overseer Jeff Jaag. Also present were Randy Kubes, Chris Kubes, and Rob Schoenbauer.

Not Present       Treasurer Nathan Hutton and Deputy Clerk DeAnn Croatt.

Special                  Supervisors met with Randy Kubes, Chris Kubes, and Rob Schoenbauer to view the planned

Meeting              driveways for the seven lots proposed to be developed into single family homes. Also

Business              discussed were location of gas lines, sight lines from 255th, and future possible building sites.

At approximately 4:20 p.m., the Board moved the meeting from outside at the proposed building sites to the New Prague Fire Hall due to extreme cold temperatures (negative teens).

After reconvening at the New Prague Fire Hall, the following was also discussed as part of the special meeting:

  1. Clerk’s phone call with Greg at Scott County regarding status of application.
    1. Formal application received week of 1/30/2023.
    1. Most townships have 150’ to 300’ between driveways.
    1. County public meeting scheduled for 3/13/2023.
    1. County not requiring an additional DRT meeting (previous DRT meeting held March 2022).
  2. Proposed and necessary elevation for driveways.
  3. The additional meeting fee for a special meeting to be charged against AA Endeavors escrow funds.
  4. Items for developer’s agreement.
  5. Clerk call with engineer on 2/2/2023:
    1. If there is 300’ or less between driveways, townships can adjust the speed limit down to 35 mph without State approval.
    1. If there are four or more lots sharing a single driveway onto a road, then the shared driveways constitute a township road.
    1. Engineer suggested no more than two lots sharing a single driveway to the road.
  6. Clerk to check with engineer regarding:
    1. Driveway elevation safety requirements.
    1. Engineer opinion as to safety and number of driveways.
    1. Additional information regarding driveway approaches (distance that driveways should be flat for safety (ice/winter/rain)).

Adjourn               The special meeting was adjourned upon the calling to order of the regular monthly meeting at 5 p.m.
