Residents of Helena Township may obtain building permits directly with Scott County. Go to Licenses & Permits page on the Scott County website for all licensing information.

Household Waste Disposal

The Scott County HHW is open to Scott County residents 3 days a week
except major holidays and holiday weekends.

Scott Co. HHW DOES NOT accept garbage or demolition waste

If you see any illegal dumping on township roads, please report to Nick Reishus, Scott County Environmental, 952.496.8707 for state or county roads, or for township roads, notify the Helena Township Road Overseer.

Scott County accepts many types wastes including:

Household Hazardous Wastes (HHW), i.e., chemicals, pesticides, paints, batteries, and light bulbs free of charge from households.
Accepts hard to recycle materials, i.e., electronics, small appliances, scrap metal, cardboard, shredded paper, plastic bags and vacuum cleaners free of charge from households.
Accepts TVs, computer monitors, appliances, and tires for a small fee.
