Workshop meeting was called to order by Chairperson Deutsch at 6:25 p.m.

Chairperson Duane Deutsch, Supervisor John Wermerskirchen, Supervisor Edward Nytes, Supervisor-Elect DeAnn Croatt, Clerk Heather Taylor DuCharme, Deputy Clerk Kimberly Carlberg, Road Overseer Jeff Haag, Attorney Robert Ruppe, and Engineer Andrew Vistad.

Discussion with Ruppe and Vistad regarding resolution ordering improvements and resolution declaring intent to reimburse costs. On motion by Wermerskirchen/Nytes, Resolution No. 12182024B – Resolution Ordering Improvements to 255^th Street West and Willow Court approved; carried unanimously. On motion by Nytes/Wermerskirchen, Resolution No. 12182024A – Declaring the Official Intent of Helena Township to Reimburse Certain Expenditures from the Proceeds of Improvement Bonds to be Issued by the Township approved; carried unanimously. Ruppe and Vistad left meeting after resolutions passed.

Supervisors discussed the following items:

1.       Reconstruction versus overlay.

2.       Content of the public hearing.

3.       Mail box posts for 255^th/Willow Court.

4.       MAT Annual Convention updates, including education sessions, fire department money from the State, and state delegate special election (2/6/2025).

5.       Tire disposal costs (Lakers/Scott County).

6.       Status of Schoenbauer Farms/AA Endeavors following previous meeting (backhoe at 255^th and CR11).

Clerk presented the follow items for discussion, review, and approval.

1.       MAT proposed cannabis resolution emailed to Clerk by Croatt. After review of proposed resolution and on motion by Wermerskirchen/Nytes, Resolution No. 12182024C – Resolution Delegating Cannabis retain Registration to Scott County approved as presented; carried unanimously.

2.       Scott County Commissioners office contacted Clerk regarding 2025 Chair and Chair/Commissioner meetings.

3.       Clerk received correspondence from Minnesota Mosquito Control District regarding 2024 season updates.

4.       Update regarding Scott County Townships Association emails regarding townships charges.

Road Overseer presented the following items.

1.       R/O notified by Deutch of trash found on 225^th. R/O disposed of the same and there will be a claim/bill.

2.       Railroad crossing at 245^th at SH21 had work completed by railroad. There didn’t appear to be any impacts on traffic and the road looks good.

Croatt presented the following items.

1.       Election reimbursement claim re-mailed/emailed to Scott County.

2.       MAT Annual Conference update regarding CTAS and paid leave for employees.

At 7 p.m. on motion by Deutsch/Nytes, meeting closed; carried unanimously.
